Will the council allow me to build house out of fish?

For the last eight years, I have processed fish leftovers (bones, skin etc.) through a mill of my own design. The result is a large collection of dense, solid bricks that I wish to use in the construction of an annexe to my house. Will I need to inform the council of my plans?

In my estimation, the building material is untested. I would think that if they’re paying attention, that they wouldn’t allow it.
